What are their interests? What are their backgrounds? What is their record of support on the issue you are advocating? On which committees do they serve, and what positions do they hold? How does the legislative leadership view them? Do their bills move towards passage? Who is leading the opposition? It is critical to understand and explain, in as much detail as possible, the impact of your proposal in terms of the benefits to the individual with whom you are communicating. An elected official will want to know how the proposal affects his constituents.
